ELSAM has initiated a study on torture by public officials. It is base on the fact that in the last five years there has been an increase in the application and methods of torture as well as extrajudicial executions. This has been observed through the ways in which people's dissatisfaction have been handled in such region as Aceh, Sei Lepan (North Sumatra), Nipah (Madura), Kedung Ombo (Central Java); in the handeling of industrial labor cases (the case of labor strikes in Medan); intervention in the internal conflic of a religious organization (the case of HK.BP); and the employment of military operations--such as in East Timor. In the Following study on the use of violece specific cases are reconstructed and analyzed.

This study has been conducted with the explicit aim to provoke the government to prepare legal instruments in which to control, avoid, and reduce the use of violence by public officials. To achieve this goal ELSAM is introducing international nonns for human rights for ratification by the Indonesia government as an element of national law. This is base on international nonns established in the Convention Against Torture and Other Cruel, Inhuman, and Degrading Treatment or Punishment. The ratification of this UN convention needs to be complemented through adopting principles established in other international codes, such as, i) Code of Conduct for Law Enforcment Officials; ii) Basic Principles on the Use of Force and Fireanns by Law Enforcement Officials; iii) Effective Prevention and Investigation of Extra Legal Arbitrary and Summary Executions; and iv) Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power.
