The international Justice Clinic at University of California, Irvine School of Law co-submitted two report to the UN Office of High Commissioner of Human Rights (OHCHR), in response to its call for inputs on "protecting human rights defenders in the digital age," with 7 fantastic collaborators: Human Rights Journalists Network Nigeria, Institute for Policy Research and Advocacy (ELSAM), International Center for Not-for-Profit Law (ICNL), Professor Jane Duncan, MAGAMBO EMMANUEL, R3D: Red en Defensa de los Derechos Digitales (R3D), Talal Raza (University of Melbourne), 0xche.

• First report outlines how law or lack of law can facilitate the proliferation of surveillance abuse. Our recommendations include: adopting online safety laws with stringent safeguards, while recognizing that such legislation is likely to be replicated in jurisdictions that lack effective oversight.
• The second report outlines the privacy harms faced by HRDs and possible countermeasures. Our recommendations include: recognizing the deficit in institutional oversight of digital surveillance and fostering an environment where HRDs can take an agential approach in advancing public oversight through public mobilization, investigations, and litigation.
