The report is based on six months observation of the military emergency in Aceh. It is also to question about the policy of military emergency, whether it is the right policy for the permanent solution of the Aceh conflict. Seeing the implementation of military emergency in detail, the answer is no. Though military emergency could reduce the number of Free Aceh Movement (Gerakan Aceh Merdeka – GAM) activities, not in some way it can be the policy for permanent solution of Aceh conflict. Moreover, Military Emergency had been proven failed of reducing all problems of economy, social, politic, legal, and the human rights enforcement. Military emergency is only the different name of military operation.

This report is intended to reveal the six months military emergency implementation, which included the field implementation, achievement, and the cause of failure. This report also contains information about victims of unlawful killing, disappearance (missing people), arrest, and detention, since situation of military emergency was implemented.
